Evolving Istio Services along with time consistent Data Snapshots

Each Service above v1 v2 v3 can be positioned on the host that has the correct data set.  Furthermore, via the ability to query the append-only database for time consistent snapshots - each service can evolve with time to deliver results consistent with a particular snapshot version
